The personal presence of both parents at the Embassy is required if they are both Israeli citizens. If only one of the child’s parents is an Israeli citizen, then only his personal presence is necessary.
According to the Population Registration Law (1965) and the Names Law (1956), an Israeli citizen must notify the Population Registration Office of Population and Immigration Authority of any changes in their personal status so that the information in the documents of Israeli citizens is current and reliable. Citizens who live abroad can do this at the consular department of the Embassy of the State of Israel of the country where they live.
