How to Get a Teudat Zehut ID Card

Every Israeli citizen, even newly repatriated ones, must have a biometric ID card.

Teudat Zehut, or ID card, is an internal passport for Israeli citizens, issued from the age of 16 and used exclusively within the territory of Israel.

Biometric documents are issued by the Israeli Population Authority, which guarantees the safety and confidentiality of citizens' personal data. No state fee is charged for the issuance or replacement of a biometric Teudat Zehut.

Document Processing Time:
The Teudat Zehut (ID card) is usually issued within 1 to 1.5 months from the date of application.

At Ben Gurion Airport, immediately upon arrival, every new oleh (repatriate) and family members arriving with them receive temporary identity documents. These must be converted into permanent biometric IDs valid for 10 years.

Important: The Israeli Ministry of Interior reserves the right to deny citizenship or request any additional documents confirming the applicant's right to aliyah.

The Population Authority may also send your file to the main office of the Ministry of the Interior in Jerusalem for verification under the Law of Return, even if the consul previously approved the case and you hold an Aliyah visa in your foreign passport.

In this situation, the consul gives a recommendation, but the final decision on granting Israeli citizenship is made by officials of the Population Authority.

Renewal of Teudat Zehut

If an Israeli citizen:

  • has lived abroad for an extended period (over one year),
  • or is classified as a non-resident,

they cannot renew their internal passport (Teudat Zehut) either at consulates or within Israel until they restore their resident status. This ID is intended for use only within Israel and requires permanent residence in the country.

For non-resident Israeli citizens, there are only two types of identity documents that can be issued and used abroad: the Darcon (Israeli passport) or Teudat Maavar (Laissez-Passer).
